To legally perform any kind of commercial work as a plumber, you need a Commercial Contractor license from the Ohio Construction Industry Licensing Board (OCILB). To get licensed, you need to meet specific requirements, including passing a trade examination.

PSI Test Details and Policies

Every contractor applicant must pass two open-book exams: one covering Business and Law, and the other being specific to the trade. They are both administered by PSI and must be taken in person at designated testing centers.

What to Expect on Test Day

Business and Law

  • Time Limit: Two Hours
  • Number of Questions: 50
  • Passing Score: 70%
  • Topics: Estimating and bidding, financial management, insurance and bonding, tax laws, and more.

Plumbing Contractor

  • Time Limit: Four Hours
  • Number of Questions: 100
  • Passing Score: 70%
  • Topics: General regulations, drainage, waste, and sanitary vents, isometric analysis, and more.

Note: Applicants who are already licensed in Arkansas and West Virginia may be able to skip the business and law portion due to reciprocity agreements.

How to Become Licensed

Qualifications

New applicants need to apply for the test and get approval from OCLIB before taking it.

Before you start the process, make sure that you:

  • Are at least 18 years old and a U.S. citizen or legal resident (proof is required)
  • Have no less than five (5) years of experience as a tradesperson in the industry, or three (3) as a registered engineer with construction industry business experience
  • Have not been convicted of any disqualifying offenses - view the list here

Additionally, you must include the following with your application:

  1. Work-related tax documents from the past five consecutive years (W2, Schedule C Form 1040)
  2. One of these options:
    1. At least one permit from each of the past five years of work under your employer
    2. An active Journeyman's card
    3. A certificate of completion from an approved apprenticeship program
    4. Proof that you completed 40 hours of plumber code-related continuing education

Application Steps

  1. Submit your complete and notarized OCILB Examination Application with payment for the $25 application fee.
  2. Complete state and federal fingerprint background checks.
  3. Pass your exams
  4. Send your test scores, proof of at least $500,000 contractor liability coverage, and the $25 license fee to OCILB to be issued your license.
